Here’s how conversion decisions get made, what you can do to improve your chances, and where your recruiter fits into the picture.  

 

 

The Part of Temp-to-Perm Nobody Explains Up Front 

Doing the job well is the foundation, but conversion decisions have more moving parts than performance alone. The employer controls the timing, the headcount, and the final call. Your recruiter can advocate, but they can’t manufacture a seat that doesn’t exist yet. 

Here’s what you may not have heard. 

  1. The decision usually belongs to the employer, not the staffing agency. Your staffing partner can advocate for you, but the employer decides when a permanent seat opens and who fills it. That means the work you do on the floor, at the worksite, or on the line every day is your most direct path to that outcome. Your recruiter’s job is to make sure the right people are paying attention to it. 
  2. Conversion doesn’t happen on a fixed timeline. Some employers move quickly. Others take months. Those who stay ready through that uncertainty tend to get the call. 

 

 

How Conversion Decisions Get Made 

Understanding the process helps you position yourself within it. Although no two employers have the exact same process, here’s how decisions typically get made. 

 

The employer observes performance over time 

Attendance records, supervisor feedback, and how a temp worker handles day-to-day responsibilities all feed into the employer’s impression. This evaluation is ongoing from Day One, whether or not it’s communicated explicitly. 

 

HR and operations weigh in together 

In most organizations, both the HR team and the direct supervisor have input into a conversion decision. That means two separate audiences are forming opinions about you simultaneously, and both matter. 

 

A permanent position has to be available or justified 

Even a strong temp worker can’t convert if the employer hasn’t approved a permanent headcount. Sometimes the timing is about budget or organizational planning, not performance. Remember that a delayed conversion isn’t necessarily a reflection on your work. 

 

The recruiter makes the case 

When a temp worker is performing well and ready for a permanent role, a recruiter who has stayed close to the employer can advocate at the right moment. That advocacy is more effective when it’s backed by specific examples of attendance, reliability, and positive feedback from supervisors. 

 

You signal readiness 

Employers can’t read minds. People who have expressed interest in staying permanently, through their recruiter or directly with their supervisor, are easier to advocate for than those who haven’t said anything. 

 

 

What You Can Do to Make the Case for Yourself 

Final decisions are out of your control, but you have more influence over this process than you might feel. Here’s where to put your energy: 

 

1. Show up. Every time.

Attendance is the single most visible signal available to an employer. It’s tracked, it’s discussed, and it’s often the first thing a supervisor mentions when a recruiter asks how an associate is doing. Missing shifts, especially early in an assignment, is very hard to recover from. 

 

2. Build real relationships with the people around you.

Supervisors advocate for temp workers they actually know. Making an effort to be approachable, reliable, and engaged with your team isn’t just about fitting in. It’s about making sure the right people notice what you’re contributing. 

 

3. Tell your recruiter what you want.

If you’re interested in converting to a permanent role, say so directly to your recruiter. They can’t advocate for something they don’t know you want.  

 

 

How Your Recruiter Fits into the Picture 

Your recruiter isn’t just the person who placed you; they’re your advocate inside a process you don’t have direct visibility into. They make sure that what you’re doing on the floor is visible to the people making the decision.
